Where are the cookies?

With the little medals that I see on some peoples profiles (like the one under my name for being a Forum Supporter), do they only appear to those who have been approved for a costume and have Trooped for those events or are they also accessible to those who wrangle at those events also? I know it is probably a Trooping thing but I thought to ask anyway.
